COMPLAINT AGAINST ILLICIT SALE OF THE EMPTY / GUNNY BAGS, CORRUPT PRACTICES, CORRUPTION OF FOOD INSPECTOR – GARHI YASEEN (2) DISRICT FOOD CONTROLLER – SHIKARPUR.

Sir,

Under instructions and on behalf of my client – Mr. Shah Muhammad S/O Qalander Buksh, resident of Village Khuda Buksh, Post Office Nim Sharief, Taluka Garhi Yaseen, District Shikarpur, has given me instructions to submit a complaint / grievances of people of Taluka Garhi Yaseen before your good self authorities / office to take legal action, as well as, to take it like a reference for my client to adopt legal course, in court of law:-

1.         That my client by profession is grower/ farmer & is a pro-bono to complaint also in the larger interest of public/justice. He is aggrieved of illicit sale of the empty / gunny bags, corrupt practices & corruption of Food Inspector Garhi Yaseen &  District Food Controller Shikarpur. Further please take notice, the rampant complain of poor & innocent growers / formers are available also within the area of District Shikarpur which requires interference to question the

said two government officials - who are living beyond their ostensible sources.   

2.         That to keep check upon government officials that they may not indulge in any corrupt practice in performing public duty and for taking all out measures for ensuring right to the deserving persons, the Ministry of Food & Government of Sindh had framed - Wheat Procurement Policy 2017. And accordingly every food inspector in Sindh is supposed to take (i) Form 7 of agricultural land from every grower (ii) Partal Report of every grower regarding cultivated wheat area from concerned Tepedar and (iii) Dhal receipts of every grower from concerned Tepedar, at first and by comparing all three conditions, he further is mandated lawfully to give/providing gunny bags to each one of grower / farmer fairly.

3.         That in sheer violation this Wheat Procurement Policy 2017 and above described procedure, the said two government officials, in collusion with each other, are busy to collect illegal money. To achieve their unlawful objects, said District Food Controller Shikarpur has managed fraudulently to get area charge of two more procurement centers i.e Madeji & Dakhan, side by side of Garhi Yaseen, for his accomplice Food Inspector Garhi Yaseen.   

4.         That both said government officers have business relations with traders who, by giving bribe and share in profit, obtains empty /gunny bags from them and use to sale these in Market. Further to aid unlawful illicit sale of empty /gunny bags, both government officers have created / fabricated artificial shortage so that helpless farmers / growers should left no option except to purchase these bags at cost of choice of traders / Market dealers.

5.         That due to above stated corrupt practices; the wheat of small growers is lying under open sky with a risk that any change in weather or rain fall can damage their crop.

6.         That the drive of wheat procurement is at stack. Both said government officers are busy in collection of illegal money and no official in throughout government hierarchy is ready to interfere & question: as they are liable to supply documentary proofs of supplying subject bags (i.e 16000 bags to Madeji, 15000 bags to Dahkan & 16000 to Garhi Yaseen = Total 47000).

You are therefore, through this complaint, requested to inquire / investigate/ initiate / look in, to discharge of public duty / function and further please treat this complaint as a pre-litigation notice, for which I have definite instruction from my client to proceed against this matter of public importance also, in the court of law.
