Complaint against harassment & abusive use of power for disconnection of electricity on account of illegal excessive billing

Subject: Complaint against harassment & abusive
use of power for disconnection of electricity on account of illegal excessive
billing.
Sir,
It
is respectfully submitted that I, undersigned applicant, am working as a
Manager in M/S Jurrat Group of Newspapers. 5 years back, we had purchased
premises where two electric meters i.e No. A73623 & No.TE70372, were
installed and we were paying KESC electricity bills regularly.
On-7-5-2010, the KESC
representative along with meter inspection officer had visited our premises and
at same time by serving notice, they had made disconnected electricity of our
premises by removing subject meters. Thereon our whole business of newspaper
had become on stack and we were not in position top stop publish the daily
newspaper by making damaged our credibility and trustworthiness, so unwillingly
and upon coercion, we had accepted the demands of KESC and in hurry manners we
had issued two cheques of worth Rs. 15,00,000/= (fifteen Lac), there on the
Manager (BOC-Saddar1) had restored our electricity by installing two new meters
bearing Nos. (1) TE40428 & TE40467.
Thereafter in the month
of May 2010, we had got received the bills of electricity which were paid by us
accordingly. In these bills no arrears were shown. But following next month, in
the month of june 2010, on 12-6-2010, the KESC against our both meters, had
served us again another notice for disconnection and a electricity bill in
which much more amount of Rs.5,00,000/=(Five Lac) were demanded, which were quite
unjustified & illegal.
Thereon we had
preferred to knock the doors of honorable High Court, by filing constitution
petition.CPD.No.1860/2010. Thereafter upon issuance of notice & restraining
order to KESC, and for the sake to save from confrontations,
The Manager KESC (BOC-Saddar1), amicably & through mutual settlement, had
made cleared, as no arrear against of Meter No. TE40467 and also he had
forward his report to his high ups for removal of arrears shown in electricity
bill against Meter No. TE40428.
According to amicable talks, The Manager KESC (BOC-Saddar1), who was on
duty at that time, had assured us that till the approval by KESC High ups for
removal of arrears, The KESC will keep it suspended and all types of
litigations will be made stopped. The copies of issued bills of subject meters
from the date October 2010, are available as proof in this regard.
That it is a matter of
record of office KESC, that what was the
disposal of forwarded report of the Manager KESC (BOC-Saddar1) for removal of
arrears of Bill of June 2010, as shown in electricity bill against Meter No.
TE40428. But all of sudden, in first week of September 2013, The KESC team
had reached at our premises to make disconnection of electricity against Meter
No.TE40428, thereon, with reference of past scenario, the team left the
premises with out making disconnection.
Thereon, we had served
a letter dated10-Sept-2013 to KESC office also ( Copy is attached), but till to
date no response is shown, except a bill was sent for September-2013, over it,
a hand written note of new officer of office / KESC, is shown as indication
that all past settlements from KESC side were like as fraudulent gains and their
officer / KESC, is adamant to still
extort unlawful and illegal charges by showing powers of unquestionable use of
making disconnection the electricity.
Our office is paying
all justified electricity amounts / charged. Therefore in good norms for
protection of consumer rights & just to save from un-necessary
confrontations and also for illegal un-justified arrears, please direct the
KESC to be restrained to take the law in hands by making disconnection of
electricity illegally.
